Brussels, 13/10/2004 (Agence Europe) - On Monday the External Relations Council listened to Commissioner Günter Verheugen's report on preparations towards action with an first group of seven countries benefiting from the new European neighbourhood policy (ENP): Ukraine, Moldova, Jordan, Morroco, Palestinian Authority, Tunisia, Israel. The Council called on the Commission to provide it with action plans to approve before 20 October.
The political and democratic situation in Ukraine was discussed at length by foreign affairs ministers and conclusions were adopted on this subject. The Council was pleased with Ukraine's resolve to make a commitment to closer cooperation with the European Union but it also underlined that intensified relations with the country would depend on the way in which the country moved towards becoming a democratic state based on rule of law principles, respect for fundamental freedoms and a market economy. Ministers highlighted the importance of organising the presidential elections on 31 March in a way that was free, transparent and democratic. The conclusions explained that "the conduct of these elections will be the proof of Ukraine's commitment to the democratic values of the Council of Europe and the OSCE". The also explained that the elections would be highly important for EU/Ukraine relations. The Council underlined the extreme importance of ensuring freedom of the media and free expression. The EU will send observers to monitor the presidential elections, announced the Council.
