13/10/2004 (Agence Europe) - Last week the parliamentary Assembly of the Council of Europe (PACE) adopted a resolution on the democratic functioning of institutions in Azerbaijan. In it, it points out that following governmental tensions, "the pace of reform is not progressing as quickly as the intentions" (of president Ilham Aliyev). Despite positive signals and a certain number of reforms regarding democracy, progress has not been sufficient, particularly with regard to some fundamental freedoms, such as freedom of expression and association. The Assembly also recommended that breached to the electoral system (like those notice during the presidential election in October 2003) be rectified and that there is an effective separation of powers.
