25/03/2004 (Agence Europe) - Lista Bonino MEP Olivier Dupuis asked the Council of the EU about revelations that according to all evidence, in 1993, the then Secretary General of the UN, Boutros Boutros-Ghali, had informed only permanent members of the Security Council, but not the others, about a report which told of crimes committed by the Serbian army in Bosnia-Herzegovina (especially in the enclave of Srebrenica), as early as 1993, or "two years before the Srebrenica massacre". In a press release, Mr Dupuis referred to the former representative of Venezuela to the United Nations, ambassador Diego Arria (one of the witnesses in the trial against Slobodan Milosevic), who said that he only became aware "just three months ago, of an internal UN document, which had been hidden for eleven years": a letter sent in March 1993 by Sadako Ogata, then High Commissioner on Human Rights of the United Nations, to Mr Boutros-Ghali, in which he condemned atrocities by the Serbian army. Did the Council of the EU, asked Mr Dupuis, not feel that this should have led to an accelerated "communitisation" of the European Union's presence in the Security Council of the EU?
