Verheugen expects negotiations to be protracted and very tough - France criticised for its payments to farmers

Brussels, 12/01/2004 (Agence Europe) - Negotiations over the next Financial Perspectives for the EU will be very protracted, very tough and highly controversial, and my advice to the European Commission is that it issues a proposal and puts it at the centre of discussions, said Enlargement Commissioner Günter Verheugen on Sunday in an interview with Deutschlandfunk.
