Brussels, 05/11/2003 (Agence Europe) - Senior civil servants and experts from 35 countries participating in the Barcelona Process (E15, 10 new Member States and countries from Mediterranean) meeting on 6 November for exchanges of views in the fight on terrorism. This would involve an ad-hoc meeting that would focus on an exchange of views n the decisions bilaterally in Euromed as well as those in the international arena of the UN in the fight against terrorism. The agenda consists of examining the progress in the application of the different regional and international conventions in this domain. Algeria will inform participants of the implementation of the African decision to set up a terrorism observatory in Algiers.
The meeting will be the 6th of this kind since that of 23 November 1998. In the EuroMed framework - the debate will be on the conditions and means of fighting against terrorism, which has intensified since "11 September". It continues to stumble on the different views between Europeans and Arab countries of the regions, as well as among the latter themselves. Some are highlighting the difference between terrorism and the right to resist an occupant, others reject that this could legitimise opposition policies advocating violence.
