Brussels, 24/07/2003 (Agence Europe) - The telecoms legislative package (six pieces of legislation to establish a genuine e-communications market in the EU) will come into force on 25 July. In preparation, the European Commission adopted a Recommendation on 23 July on how national regulatory authorities (NRA) and the European Commission might cooperate. Article 7 of the new framework directive on electronic networks and services of 7 March 2002 foresees a number of procedures involving both NRAs and the Commission, for deciding relevant markets companies which alone, or in conjunction with other companies, hold significant market power. The Recommendation adopted on Wednesday aims at smooth implementation of these procedures (part of the merger regulations), listing factors that must be included in notifications, how notifications are to be formatted and how to calculate deadlines.
