Olivier Duhamel urges for blocking to be avoided

Brussels, 19/05/2003 (Agence Europe) - In one of his last Chronicles on the (European) Convention, Olivier Duhamel, French Socialist MEP, calls on his Convention colleagues to reach global consensus "on the two difficult points dividing us". He notes that "no-one knows exactly what the consequences would be if the Commission president were elected by the Parliament or if there were a permanent presidency of the European Council". He urges: "Let us choose for the European Council. Either an accepted President within a given framework. Or a collective and effective Presidency. Let us choose for the Commission. Ideally, I maintain that we should have the wisdom not to slice into the Constitution and to leave its composition up to its president to decide. But, if the Convention objects to such modesty, let us agree either to a restricted Commission, guaranteeing that no country is excluded for ever, or a broad Commission with a hierarchy". Mr Duhamel warned: "The large States want it all: a European Council president, a smaller Commission. The sparsely populated countries want it all: a rotating presidency, and a Commissioner for each. No-one should have it all. But everyone must have something".
