High-level group on CAP reform identifies thematic fields to work on at political and technical level

Brussels, 19/05/2003 (Agence Europe) - The high-level group on Common Agricultural Policy (CAP) reform, which held its first meeting last Thursday and Friday, went no further than identifying the main themes to tackle in order to move negotiations on this dossier forward. Largely political subjects, such as the decoupling of aid, modulation, the transfer of powers, and the cereals and milk sectors, should be dealt with at Council level (probably as of 25 and 26 May), whereas the more technical ones (rural development, set-aside, aid conditionality, aid control, the end use of money saved by modulation and agricultural audit) will be the domain of the high-level group. At the same time, the Special Committee on Agriculture will continue its discussions on all proposed reforms to the CAP. The first meeting of the high-level group was given over entirely to bilateral talks between the Presidency and the Commission on the one hand, and representatives of the Member States on the other. The group will meet for the second time next Thursday and Friday, and for a third time on 5 and 6 June (after the Agriculture Council of late May, and one week prior to the one in June).
