According to Mr Duff, future constitution should enter into force after ratification by five sixths of member states

Brussels, 14/04/2003 (Agence Europe) - The European Convention can no longer avoid the issue of rules for the entry into force of the European Constitution, asserts, in a press release, the MEP and Convention member Andrew Duff, while noting that one or two Member States could reject the constitutional leap forward that European needs, but that they do not have the right to block the progress of a majority of other countries.
