Brussels, 11/02/2003 (Agence Europe) - The EU Council has pointed out that it could not accept two of the amendments adopted by the European Parliament in second reading (codecision) and supported by the European Commission on the proposal of directive concerning reports on civil aviation and aimed at collecting, storing and diffusing data relating to air accidents in order to improve air safety. The first amendment protects the person who notifies the incident against sanctions, except in the case of blatant negligence. The second aims to establish a legal framework allowing to set in place systems for voluntary confidential reports considered by the Parliament and Commission as essential for understanding human factors contributing to air accidents. Sticking to its common position adopted in June, the Council launched conciliation procedure. The parties have six weeks, with possible extension of two weeks, in which to reach an agreement.
