11/02/2003 (Agence Europe) - In approving the report by Jorge Hernandez Mollar, the European Parliament supports the inclusion of Ecuador on the list of countries whose nationals must have a visa to be able to enter European Union territory, even if they wish to stay in the EU for less than three months. Now that the EP has given its opinion (which is not binding anyway), the Council may proceed to the change, as requested by Spain. During the joint committee that had preceded the Justice and Home Affairs Council of 19 December, Member States came to a political agreement on the amendment, but Dutch parliamentary reserve could not be lifted (see EUROPE of 20 December, p.8).
