Brussels, 02/12/2002 (Agence Europe) - The president of the Yugoslav Federal Parliament, Dragomir Micunovic, convened the constitutional committee on Tuesday (that he chairs) in order to formally adopt last week's agreements on the constitutional Charter leading to the creation of the future State of Serbia and Montenegro (see EUROPE of 15 March). The agreement should then be ratified by the federal parliaments and both republics. The objective of the EU is for the constitutional process to be completed for the end of the year, but Serb presidential elections (on 8 December) and Montenegrin elections (on 22 December) may slow down the process.
The agreement was reached after having settled the differences that persisted on two points: - the method of electing the members of the future parliament ("the Chamber of the Union") and the hierarchy between the laws of the Union and those of the two republics.
