For the Union, COP8 improved chances of seeing the Kyoto Protocol enter into force, but this result is insufficient

Brussels, 04/11/2002 (Agence Europe) - Some 170 countries meeting in New Delhi for the Eighth Conference of Parties to the UN Climate Change Convention (COP8) adopted on 1 November in New Delhi a ministerial declaration expanding the scope of action of governments and international civil society to work more resolutely to stabilise climate change, without asking the developing countries to cut their greenhouse gas emissions.
