04/11/2002 (Agence Europe) - In an off-print of the review Affari Esteri entitled "The Convention and the international role of the European Union", Pietro Calamia, formerly Italy's Permanent Representative to the EU, states that the Union must not "have complexes because of the 'strategic culture' of Europe (or the European countries) founded on dialogue and the preference for international law over the use of force". This "strategic culture" did not keep the European countries from intervening militarily alongside the United States in the crises of the past decade, from the Balkans to Afghanistan, he continues. Further, to strengthen the Presidency of the Council of the Union, he suggests a collective Presidency managed jointly by four to five countries, with a "recognised role of coordination going to the country with the largest population".
