Verheugen wants "clear mandate" from Summit about concluding negotiations and discusses Kaliningrad and Ignalina power station with Brazauskas

Brussels, 24/10/2002 (Agence Europe) - On Monday afternoon, a few hours ahead of the opening of the Brussels Summit, Enlargement Commissioner Günter Verheugen again appealed to the EU15 to not leave the Summit before giving the Commission a "clear mandate" (in the form of an EU common position) for the Commission to use to pursue negotiations with candidate countries on the final outstanding issues, namely agriculture, the budget and regional aid.
