Association Quartier Léopold disassociates itself from agreement between EP and Brussels authorities regarding architectural project for future EP buildings

Brussels, 24/10/2002 (Agence Europe) - Reacting to the presentation to the press, on 15 October, of the agreement reached between the European Parliament, the "Région de Bruxelles-Capitale" and the commune of Ixelles on the architectural and urbanistic integration project for the future EP buildings (see EUROPE of 17 October, p.14), the Association Quartier Léopold (AQL) states in a press release that it disassociates itself from the 15 October agreement on the permits concerning the superstructure of the D4 and D5 buildings. This is because: - the evolution of the projects is detrimental to the urban and human environment; - the functional and security needs only of the EP are taken into account, to the detriment of the environmental and dignity criteria; - with a view to tight financial negotiation with the EP, the private investors' group, which has held exclusive construction rights since 1987 on railway land of the Belgian State (even if such land has in the meantime been guaranteed by the "Financière TGV") no longer respects its contractual obligations under the framework agreement of 30 June 1988 with those in the neighbourhood. According to AQL, the structured and permanent dialogue with the regional, local and neighbouring authorities, as hoped for by the EP Bureau to take the needs of those living in the area into account in an appropriate urbanistic, social and environmental context, should be reinforced. This is why AQL (which had forwarded its comments to EP Vice President Joan Colom i Naval in a letter dated 2 October) considers that the D4-D5 project cannot be presented as it is.
