VGE predicts "probable" exit route

Brussels, 24/10/2002 (Agence Europe) - Asked in an interview with Der Spiegel on Monday about whether the future European Convention would have a get-out clause, the President of the European Convention, Valéry Giscard d'Estaing, said that if states felt it was better for them to leave the EU, it would "probably" be able to leave and would not be obliged to remain. On the other hand, if a Member State did not ratify the new Constitution, it will not participate in the future system, explained VGE, adding that they were more likely to have countries that did not want to accept various points in which case they would follow the Monetary Union model with an overall framework for all Member States, with others being able to keep at a distance. In terms of the structure of the Constitutional Treaty (that he will be unveiling on Monday in plenary, Ed), VGE said the would be a main section (Charter of Fundamental Rights, aims and tasks, institutions and their tasks) and a second part on implementing policies.
