Fischler denies any desire to create "social payments" through decoupling and pledges that the mid-term review of CAP will be a big issue under Greek Presidency

Brussels, 07/10/2002 (Agence Europe) - In Portugal last Thursday, European Commissioner Franz Fischler said the aim of "decoupling" farming aid was not to pay farmers to do nothing, adding that aid modulation had very little impact on Portugal's farmers (most of whom receive less than EUR 5000 a year in direct aid).
