Brazil was due, on Friday 12 June, to present the state of play of the ‘roadmap’ for phasing out fossil fuels as part of the preparatory meeting for COP31, taking place in Bonn, Germany, from 8 to 18 June (see EUROPE 13883/5).
Following its Presidency of COP30, which took place in 2025 in Belém, Brazil began drawing up two ‘roadmaps’: one for the gradual phasing out of fossil fuels (‘TAFF roadmap’), the other to combat deforestation.
Although the TAFF ‘roadmap’ is still being drafted (its launch is scheduled between next September and November), it has already secured 24 signatories, including nine European countries: Austria, Belgium, Denmark, Finland, Ireland, Luxembourg, the Netherlands, Spain and Slovenia.
Brazilian ambassador and COP30 President André Corrêa do Lago recalled that this ‘roadmap’ was the concrete implementation of a decision adopted at COP28 in Dubai in 2023. In doing so, he echoed the words of Simon Stiell, Executive Secretary of the United Nations Framework Convention on Climate Change, who said on 8 June: “We do not have time to reopen past debates or renegotiate commitments already made”.
Santa Marta could make an appearance at COP31. Several delegations spoke about the drawing up of this ‘roadmap’, such as Türkiye and Australia, which will co-chair COP31 (see EUROPE 13885/13). The European Union, through the Cypriot delegation, called for an exchange of views on the two Brazilian ‘roadmaps’ to take place as part of COP31 in Antalya, from 9 to 20 November 2026.
This would be a first, since the phasing out of fossil fuels has had, since this year, its own dedicated meeting. In fact, a coalition of 57 willing states met in Santa Marta, Colombia, in April 2026. For the Netherlands and Colombia, which co-organised this meeting, the aim was to make progress on a timetable for the gradual phasing out of fossil fuels among willing states, without being held back by repeated obstruction from oil-producing countries during climate discussions held under the auspices of the UN.
