More than 10 million people, including 3.9 million in 2025 alone, have benefited from upskilling initiatives under the Pact for Skills initiative since its launch in 2020, according to the European Commission’s annual survey, a press release states.
Launched in November 2020, the Pact for Skills supports skills partnerships that meet Europe’s skills needs and promote the green and digital transitions. It contributes to the European Pillar of Social Rights and to the EU’s headline target of ensuring that 60% of adults participate in training each year by 2030.
In 2025, the Pact mobilised a network of 4,000 organisations, including those from industry, the social sector, education and training providers, regional and local authorities and employment services. They have collectively invested nearly €1.02 billion in professional development and retraining initiatives.
More than 277,600 organisations have joined the skills networks. They have developed or updated nearly 46,500 training programmes, including short courses and longer courses leading to qualifications, the press release adds.
By 2025, members of the 20 large-scale skills partnerships, covering all the strategic sectors in Europe, had trained an average of 26% of their employees. This has contributed to the collective target of training 30 million adults by 2030, an average of 27% of the working population in each sector.
Members of large-scale skills partnerships reported that, by 2025, their involvement had resulted in: - an improvement in skills monitoring and forecasting in their sector (75%); - improving the quality (80%) and increasing the volume (74%) of training and retraining programmes; and - creating more inclusive professional development and retraining opportunities in their sector (75%).
In addition, the number of Regional Skills Partnerships (RSPs) has doubled this year, now reaching 20 partnerships. The report goes on to say that these partnerships have had the greatest impact on matching regional skills supply and demand (93%), supporting the green and digital transition (86%) and contributing to regional economic growth (79%).
