EU Council adopts interinstitutional agreement on ‘mini-omnibus for defence’

18/12/2025 (Agence Europe) – Two days after the European Parliament (see EUROPE 13774/12), the EU Council adopted the text of the institutional agreement reached between European Parliament negotiators and the Danish Presidency of the EU Council in early November on a ‘mini-omnibus for defence’ (see EUROPE 13747/18). This legislative package aims to amend five key EU programmes (the Strategic Technologies for Europe Platform - STEP, Horizon Europe, the European Defence Fund - EDF, the Digital Europe Programme - DEP - and the Connecting Europe Facility - CEF) to encourage defence-related investment in the EU budget. This to implement the ‘ReArm Europe Plan’. The adopted regulation will enter into force the day after its publication in the Official Journal of the EU. (CG)
