On Friday 7 November, at a meeting of the Member States’ ambassadors to the European Union (Coreper), the Presidency of the Council of the EU noted an overlap between certain questions on the Multiannual Financial Framework (MFF) 2028-2034 raised by both the ‘pro-European’ political groups and the European Parliament’s ECR Group and the discussions underway in the EU Council (see EUROPE 13746/23).
This overlap concerns the merger of the Common Agricultural Policy and Cohesion Policy into national and regional partnership plans, as proposed by the European Commission in July, and which did not convince either MEPs or several Member States (see EUROPE 13735/23).
The Danish Presidency of the EU Council reportedly indicated that it is prepared to take part in a meeting as part of the budgetary procedure (Article 324 TFEU) with the Commission and the European Parliament to listen to MEPs’ concerns.
The Member States stressed the importance of respecting the treaties and taking forward discussions in the EU Council on the basis of their own contributions. The Danish Presidency is responsible for drawing up a draft negotiating box between now and the December European Council, when the post-2027 MFF will be on the agenda.
The Presidents of the European Commission, Ursula von der Leyen, and the European Parliament, Roberta Metsola, will hold talks on Monday 10 November on possible changes to the Commission’s initial proposals.
On Wednesday 12 November, the College of Commissioners could set out initial measures, which Ms von der Leyen would then present at the European Parliament’s mini-plenary session. (Original version in French by Mathieu Bion)
