European Commission launches ‘RAISE’ to promote use of artificial intelligence in science

As announced at the beginning of October (see EUROPE 13726/20), the Vice‑President of the European Commission, Henna Virkkunen, and Commissioner Ekaterina Zaharieva launched the ‘Resource for Artificial Intelligence Science in Europe’ (‘RAISE’) pilot project on Monday 3 November during the European summit on this subject in Copenhagen, Denmark.

This new “virtual institute”, which is part of the European strategy for AI in science (see EUROPE 13647/25), will bring together the essential resources for the development of AI and its application in various scientific fields. RAISE will be funded with €107 million under the Horizon Europe framework programme.

On the one hand, thanks to a financial contribution of €600 million from Horizon Europe, RAISE will secure dedicated access time to AI gigafactories and will collaborate with the European High Performance Computing Joint Undertaking EuroHPC JU (see EUROPE 13412/15). On the other hand, RAISE will help scientists identify strategic data gaps and to gather, curate and integrate the datasets needed for AI in science.

Finally, the Commission is aiming to double annual investment in AI from Horizon Europe to more than €3 billion.

At the summit, the Commission presented the first stage of the project: the coordination and support action for “Facilitated Cooperation for AI in Science” funded with €3 million by Horizon Europe. This action will make it possible to interconnect the European AI community in science in order to support the development of RAISE with and for researchers and innovators. (Original version in French by Anne Damiani)
