Christophe Hansen believes there will be “necessary movement” to address European Parliament’s priorities on post-2027 CAP

On Wednesday 5 November, the European Commissioner for Agriculture, Christophe Hansen, told the European Parliament’s Committee on Agriculture that he believes there would be the “necessary movement” to address the European Parliament’s priorities for the 2028-2034 Common Agricultural Policy (CAP).

The future of the CAP is closely linked to the proposal for the European Union’s Multiannual Financial Framework (MFF) for 2028-2034, acknowledged Mr Hansen (see EUROPE 13739/1).

We have discussed this a great deal here, and we have listened very carefully to Parliament’s expectations and requests”, said the Commissioner, referring to criticism of the integration of the CAP into future ‘national and regional partnership plans’.

He also said that the two co-legislators are held in the highest regard. “Work is continuing and the Commission will be back in contact with the European Parliament later this afternoon”, he added (see other article).

For my part, I am fully committed to continuing the dialogue with you and to keeping this discussion open and constructive”, he added.

Carlo Fidanza (ECR, Italian) thanked the Commissioner for what he saw as an opening to review the proposal on the new post-2027 budget architecture and the new envelopes for the CAP. “We are now waiting to see what the new proposal will be”, he added.

The voices of the European Parliament had been heard, Mr Hansen assured MEPs in response to questions, saying that “it is in all our interests to reach an agreement that everyone can live with – one that provides the necessary means, simplifications, and responsibilities at the different levels”.

Simplification. The Commissioner expressed the hope that the co-legislators would be able to reach rapid agreement on proposals to simplify the CAP rules. The next trilogue between the European Parliament and the Council is scheduled for Monday 10 November (see EUROPE 13734/11). Mr Hansen called for a rapid agreement so that farmers can reap the benefits from 2026. Finally, he confirmed that he would propose “limited and targeted” changes to the basic act on organic production (see EUROPE 13722/15) by the end of 2025.
