22/10/2025 (Agence Europe) – On Tuesday 21 October, the chairman of the group of independent experts on the European Capitals of Culture recommended that Nikšić (Montenegro) be designated as the ‘European Capital of Culture 2030’ in an EFTA/EEA country, a candidate country or potential candidate country for EU membership. The city has overtaken Lviv (Ukraine) and follows the nominations of Novi Sad (Serbia, 2022), Bodø (Norway, 2024) and Skopje (North Macedonia, 2028). Under the theme of the ‘open city’ and the Montenegrin concept of ‘čojstvo’ or ‘human being’, the programme will be organised around the notions of creativity, solidarity and resilience. Nikšić will share its title with Louvain (Belgium) (see EUROPE 13717/26) and a Cypriot city (Larnaka or Lemesos), which will be announced in December 2025.
