Representatives of the European Parliament and the Council of the EU discussed fraud and consumer protection issues on Tuesday 23 September during a second session of inter-institutional negotiations (trilogue) on the ‘payment services’ legislative package (see EUROPE 13662/24, 13660/18). Several aspects of the reform project have been deferred for discussion at technical level.
These include expenditure caps, the freezing of payments, payment instruments, education and cooperation measures, the concept of “gross negligence”, as well as data sharing and the monitoring of transactions, said Aurore Lalucq (S&D, French), Chair of the European Parliament’s Committee on Economic and Monetary Affairs (ECON), on Wednesday.
“The question of liability of non-payment service providers, including online platform and electronic communication service providers, were also sent to technical discussion. To this end, the [European] Commission was asked to prepare a non-paper on the relationship with other EU legislation”, said Ms Lalucq. (Original version in French by Bernard Denuit)
