At the beginning of August, the European Commission issued a call for expressions of interest with a view to a technical revision of the guidelines on State aid intended to compensate certain energy-intensive sectors for the indirect costs of the European Emissions Trading Scheme (ETS). Applicable until 2030, these guidelines provide for a possible update, by the end of 2025, of certain technical parameters (CO2 emission factors, geographical regions and efficiency benchmarks) on the basis of updated data. According to the Commission, the price assumptions made in 2020 no longer reflect current market conditions and prices are now affecting sectors other than those deemed eligible at the time.
