EU Council report gives a positive assessment of EU’s promotion of international humanitarian law in 2024

On Thursday 31 July, the Council of the EU’s Working Party on Public International Law (COJUR) published their eighth annual report on the monitoring of the implementation by the Union of the EU guidelines on promoting international humanitarian law (IHL) during 2024.

Faced with an upsurge in conflicts - in Ukraine, Gaza, Sudan, Ethiopia, the Democratic Republic of the Congo, Syria, Yemen, the Sahel, the Philippines, Mozambique, Myanmar and Lebanon - the EU has been particularly active in promoting respect for IHL, according to COJUR.

The use by the EU and its Member States of internal and external policy instruments to promote respect for IHL has contributed greatly to the coherence of EU policies in that field”, the working party states in the conclusion of its report.

The experts have listed all the statements, speeches and publications on the X platform made by EU High Representatives or other European Commission representatives between January and December. The conclusions of the European Councils, the resolutions passed by the European Parliament and the various sanctions taken by the EU are also included in the report.
