On Tuesday 15 July, the EU Council listed three new individuals involved in criminal activities and violence perpetrated by armed groups in Haiti.
The following are targeted as threats to the country’s peace, stability and security: Micanor Altès, leader of the Wharf Jérémie gang, responsible for the massacre of 207 people in December 2024; Christ-Roi Chéry, leader of the Ti Bwa gang; and Jeff Larose, leader of the Canaan gang. Mr Chéry and Mr Larose are also charged with involvement in the forced recruitment of children, abductions, homicides and acts of sexual and gender-based violence.
These individuals are subject to an asset freeze, a financing ban and a ban on entering the EU.
On Tuesday, the EU countries also renewed the restrictive EU measures already in force until 29 July 2026.
“Haiti urgently needs support from the international community. Discussions at the UN Security Council should secure without further delay the future of the Multinational Security Support Mission (see EUROPE 13373/5)”, said High Representative of the Union for Foreign Affairs and Security Policy Kaja Kallas in a statement on Tuesday.
