15/07/2025 (Agence Europe) – On Tuesday 15 July, the Council of the EU adopted the proposal to include Ukraine in the European mobile data roaming zone starting 1 January 2026. This integration should enable Ukrainians to call, text and use their mobile data from Ukrainian telephone numbers in the 27 EU countries at no extra cost. In addition, the current voluntary agreement between EU and Ukrainian telecommunications operators has been extended, for the sixth time, until 31 December 2025. Ukrainian refugees will be able to continue to benefit from affordable communications and use their Ukrainian SIM cards for as long as necessary, until Ukraine effectively joins the EU roaming zone. Currently, the roaming zone covers all EU countries, as well as Iceland, Liechtenstein and Norway. (IS)
