24/06/2025 (Agence Europe) – The European legislator reached a provisional interinstitutional agreement on the extension and revision of the regulation on gas storage in the European Union (see EUROPE 13652/14) on the evening of Tuesday 24 June, following a final negotiating session that lasted barely an hour. The Council of the EU has been able to maintain an annual gas tank filling target of 90%. A deviation for Member States of 10 percentage points is possible in the event of unfavourable market conditions. The text also includes the possibility of applying a deviation of a further 5 points, by means of a delegated act. While the European Parliament insisted on including strong wording on Russian gas imports, it ultimately settled for a reference to the European Commission’s recent proposal for a ‘REPowerEU’ regulation (see EUROPE 13661/5), which aims to ban such imports into the EU by the end of 2027.
