06/06/2025 (Agence Europe) – Ten days after the encouraging publication of the European Commission’s assessment of the National Energy and Climate Plans (NECPs) (see EUROPE 13650/7), a coalition of NGOs, including Climate Action Network Europe (CAN Europe), published a report on Friday 6 June warning that the NECPs of 16 Member States remain insufficient to ensure that the EU’s climate and energy goals for 2030 are met. Despite a number of advances, the NGOs point to shortcomings in terms of ambition, financing, just transition, public participation and enforcement mechanisms. And for good reason: only half of the NECPs assessed include policies that are consistent with the emission reductions required in key sectors such as transport and buildings. “The targets are within reach (...) but implementation must become the top priority, plans alone won’t reduce emissions”, stressed Brigitta Bozso, an expert with CAN Europe, in a press release.
