EU Council amends European Union sanctions in line with United Nations decision

In a decision published in the Official Journal of the EU on Monday 28 April, the Council of the European Union has amended certain sanctions against Libya. This decision transposes the United Nations Security Council resolution of 16 January 2025.

The decision thus authorises the provision of technical assistance or training by Member States to Libyan security forces “intended solely to promote the process of reunification of Libyan military and security institutions”, as well as the temporary entry into Libya of weapons or other military equipment intended solely for use by the non-Libyan providers of such technical assistance and training, for the delivery of such assistance or for their protective use.

Similarly, military aircraft and naval vessels that a Member State temporarily introduces into the territory of Libya “solely” to deliver items or to facilitate activities otherwise exempted from or not covered by the arms embargo, including humanitarian aid, are authorised.

The decision also covers the possibility of imposing sanctions on individuals and entities that the United Nations Committee has established to be providing support to armed groups or criminal networks through the illegal exploitation of crude oil or refined petroleum products in Libya and through the illegal export of crude oil or refined petroleum products from Libya.

Finally, the decision authorises the investment of the Libyan Investment Authority’s frozen cash reserves in low-risk time deposits with an appropriate financial institution selected by the Authority in accordance with specific conditions.
