ACER calls for improved data quality in amended ENTSO-E Balancing Monitoring Plan

On Friday 25 April, the Agency for the Cooperation of Energy Regulators (ACER) published its opinion on the amended Balancing Monitoring Plan of the European Network of Transmission System Operators for Electricity (ENTSO-E), recommending more flexible reporting deadlines and improved data quality.

As far as balancing markets are concerned, balancing energy ensures the stability of the electricity system by correcting imbalances between generation and consumption, with transmission system operators (TSOs) buying “upwards” or “downwards” balancing energy, as required, often via European platforms.

However, delays by some TSOs in joining the main balancing platforms could “hinder the timely publication of monitoring reports, as insufficient operational data may be available for analysis”, ACER warns.

The Agency recommends that ENTSO-E immediately adopt more flexible reporting schedules, improve the quality of data on its Transparency Platform, streamline reporting processes and notify it of “any overlaps between reporting obligations, without the need to resubmit the amended Monitoring Plan”.
