Administrative simplification, French social security institutions warn of potentially counter-productive effects of certain initiatives

On Wednesday 16 April, Reif, representing the French social security institutions, asked the Commission not to confuse administrative simplification with deregulation, with regard to its 2025 work programme.

Among other things, Reif is asking it to “take into account all the simplification needs of all users and organisations” according to their means and constraints, and to “establish a precise timetable and deadlines for the regulatory provisions in the future Omnibus initiatives”.

Reif recognises that “there may be scope for targeted simplification of some of the provisions in the current legislation, or of the many projects underway, particularly regarding the digitalisation of social security”.

However, the secure collection of high-quality data remains “vital to the design and steering of public policies, access to the correct entitlements, monitoring, combatting fraud and errors” and “certain procedures are – and will need to remain – complex”, such as those for cross-border situations.

Reif also warns against unforeseen effects, in scenarios such as the prior e-declaration of a posted worker and the creation of a common form, which could hamper the work of the bodies responsible for monitoring and inspecting these workers and run counter to the original objectives.
