On Friday, 7 March, the Agency for the Cooperation of Energy Regulators (ACER) submitted its proposal for a new European network code on demand response to the European Commission (see EUROPE 13477/18).
In a press release, ACER explains that this proposal aims to ensure that demand response resources can fully participate in the wholesale electricity markets while “providing much-needed flexibility to an evolving power system driven by renewable energy”.
Indeed, demand response consists in ensuring that consumers adjust their electricity consumption in response to a change in the electricity market price or a financial incentive.
The network code and the amendments made to existing regulations are notably expected to ensure that smaller players in the energy sector can more easily participate in electricity markets.
Once ACER’s proposal has been analysed, the European Commission will start the process of establishing the Demand Response (DR) Regulation and amending three related electricity regulations. These [texts] will then have to be adopted by Member States.
