Council of Europe launches its fourth Action Plan for Moldova in Chisinau

The Council of Europe stands with the Republic of Moldova as it continues to pursue its European aspirations”, said Alain Berset, the organisation’s Secretary General, on Wednesday 12 February, at the start of a two-day visit to Chisinau.

The trip marked the official launch of the ‘Action Plan for Moldova’ (2025-2028).

Described as “a clear roadmap for the next four years”, by Alain Berset, the Action Plan involves reforms in areas such as the judicial system, electoral practices, media freedom and the promotion of equality.

It should be dealt with “one reform at a time”, according to the Secretary General.

Moldovan President Maia Sandu, who was also present at the event, said: “We are the target of a hybrid campaign from the Kremlin, which, through cyberattacks, disinformation campaigns, and electoral corruption on an unprecedented scale, seeks to undermine our right to choose our own future. We count on the support of the Council of Europe in countering these threats to democracy.”

This Action Plan for Moldova is the fourth implemented by the Council of Europe.

It is estimated to cost €30 million.

In June 2022, the Republic of Moldova obtained the status of candidate country to the EU and the negotiating framework was adopted in 2024.
