European Education and Culture Executive Agency publishes 2025 report on digital transformation in Member States

On Wednesday 5 February, the European Education and Culture Executive Agency published the third report on innovative practices in digital education in the European Union, overseen by the Executive Agency for Higher Education, Research, Development and Innovation Funding. 

According to this document – which sets out the progress made in the adoption of digital technologies in European education systems – even though four out of five teachers now use digital tools in their lessons, only 46% of them feel that they have received sufficient training in order to make full use of them. 

Furthermore, the study shows that the transformation is also reflected in the rapid development of infrastructures: between 2020 and 2024, the proportion of schools with online learning platforms increased from 42% to 68%. 

The report also highlights the positive impact of the European Digital Education Hub’s Accelerator programme, which has helped more than 500,000 learners to improve their digital skills. 

This momentum has been reinforced by ever greater amounts of investment. In 2024, the funds allocated to digital education in the European Union reached €1.2 billion, an increase of 30% compared to 2023. 

The 2025 report also identifies successful models that can be replicated on a larger scale, and calls for more teacher training to ensure that digital education is both inclusive and effective, thereby making it a major reference point for both decision-makers and players in the sector.
