MEPs on the Environment (ENVI) and Internal Market and Consumer Protection (IMCO) committees will begin discussions on the revision of the End-of-Life Vehicles (ELV) Regulation on Thursday 16 January.
Two MEPs from the European People’s Party (EPP) have been appointed rapporteurs for this text: Germany’s Jens Gieseke and Lithuania’s Paulius Saudargas.
Proposed in July 2023, the regulation (see EUROPE 13222/16) aims to strengthen the circularity of the automotive sector through measures relating to the design and production of vehicles and the treatment of end-of-life vehicles. The Commission has proposed that at least 25% of the plastic used to build a new vehicle should come from recycling, including 25% from end-of-life vehicles.
The Member States and the Commission shared their expectations in December 2024 (see EUROPE 13547/8), with a view to reaching a political agreement in the Council of the EU. The Polish Presidency of the EU Council is aiming for a general approach by June.
Parliament, for its part, would not vote on the text in plenary until September. There would therefore be no inter-institutional negotiations before the end of 2025. (Original version in French by Florent Servia)
