In its latest report, dated 12 September and entitled ‘Ideas for the future of European telecoms regulation’ CERRE, a think-tank specialising in the energy, telecoms and mobility sectors, sets out its “10 recommendations for a more competitive, innovative and resilient European telecoms sector”.
In line with the conclusions of the ‘Letta’ and ‘Draghi’ reports, CERRE’s recommendations are also in line with the White Paper on Telecommunications presented last February (see EUROPE 13355/8) by the former European Commissioner for the Internal Market, Thierry Breton.
For example, CERRE recommends introducing a broader objective of “upgrading infrastructure to fibre”, “reviewing spectrum licencing policy” and advocating a “more dynamic approach to the mergers and acquisitions regime”.
Similarly, the think-tank stresses the need to facilitate cross-border operations, harmonise regulations at European level to reduce commercial costs, and believes that considerations of safety and sustainability of infrastructures “should play a more important role in the assessment of mergers”.
Without going so far as to advocate the creation of a “real single telecommunications market”, as Thierry Breton had called for, CERRE supports the idea of a regulatory and structural overhaul of the EU’s telecommunications ecosystem.
