The Import Control System 2 (ICS2) customs pre-arrival safety and security system went live on Monday 3 June for maritime and inland waterway transport. It applies to all companies involved in the movement of goods to or through the EU, Norway, Switzerland or Northern Ireland.
ICS2 requires specific information on imported goods to be provided prior to loading or arrival at the EU border. It was introduced for air freight in 2023 and will be extended to imports arriving by road or rail from 1 April 2025.
Maritime and inland waterway carriers must have the necessary IT and business infrastructure, processes and procedures in place or have agreements with solution providers to submit a full ICS2 entry summary declaration for all goods prior to arrival in the EU.
To ensure a smooth transition, maritime and inland waterway carriers must connect to the system between 3 June and 4 December 2024 (see EUROPE 13413/14). (Original version in French by Anne Damiani)
