During its plenary session on Wednesday 13 March, the European Parliament adopted (613 votes in favour, 4 against and 6 abstentions) the revised regulation on reporting requirements in the road transport and aviation sectors. It also adopted the decision relating to this revision by 609 votes to 3 with 8 abstentions.
These two texts were proposed in October, following the announcement by the President of the European Commission, Ursula von der Leyen, that reporting requirements would be simplified and reduced by 25% (see EUROPE 13154/16). The texts must therefore streamline reporting obligations through a combination of measures, in particular by reducing the frequency of these obligations and eliminating some of their elements.
With this revision, Member States will report to the Commission on clean vehicles on the market every five years instead of every three years, and the Commission will report to the European Parliament and the EU Council at the same frequency. In addition, the requirement for Member States to provide the Commission with data on the transport of dangerous goods will be simplified, and will be done every two years instead of annually.
Furthermore, Member States will no longer be obliged to inform the Commission of the list of airports subject to the obligation to apply the rules on ground handling services. They will also no longer have to publish the list of airports subject to the rules on airport charges.
In their position, the MEPs simply proposed a few adjustments.
