European Commission approves Romanian aid worth around €3 billion to support energy transition

On Wednesday 6 March, the European Commission announced that it had approved a Romanian aid scheme worth around €3 billion (15.22 billion Romanian lei) to support projects for the construction and operation of new facilities producing electricity from onshore wind and solar photovoltaic infrastructures.

The aid, which will be granted before 31 December 2025, will take the form of a two-way contract for difference.

The companies benefiting from this support will be selected through a call for tenders. The Commission stresses that the scheme will be accompanied by safeguards to ensure that a sufficient number of companies take part in this competitive tendering procedure.

The Commission concluded that the scheme complied with the European rules on State aid. In particular, it complied with the provisions of the Temporary Crisis and Transition Framework and Article 107(3)(c) of the Treaty on the Functioning of the European Union (TFEU), which allows aid to facilitate the development of certain economic activities or of certain economic areas to be authorised under certain conditions.
