The Belgian Presidency of the EU Council is fine-tuning its compromise proposal with a view to adopting conclusions on strengthening knowledge valorisation as a tool for a resilient and competitive industry and an open strategic autonomy in Europe.
The Presidency will therefore begin examining the text with the Research Working Party, on Thursday 7 March, with this text slightly modified from the previous version, dated 29 January (see EUROPE 13362/12).
This latest series of amendments proposes, in particular, to incorporate references to the European Commission’s recommendations for a Code of Practice on Industry-Academia Co-creation and for a Code of Practice on Citizen Engagement for Knowledge Valorisation, adopted on 1 March 2024 (see EUROPE 13364/16).
The new proposal also calls for increased investment in the EU’s scientific and technological bases.
The latest version of the draft conclusions also proposes to recognise, on the one hand, that the EU faces the challenges of translating the results of Research and Innovation (R&I) into value for society and for the economy, and of retaining this added value within the EU; on the other hand, that resolving these challenges is a prerequisite for knowledge valorisation, the creation of jobs, and the proper functioning of the single market and society.
In addition, the new text proposes to emphasise the collaborative approach, inclusiveness and sustainability.
The text, which is one of the Belgian Presidency’s R&I priorities (see EUROPE 13321/6), could be adopted by the European Ministers for Research at their meeting on Thursday 23 May.
