ACER makes recommendations on proposed gas transmission tariffs for Polish transit gas pipeline system

On Friday 15 December, the EU Agency for the Cooperation of Energy Regulators (ACER) published recommendations addressed to the Polish regulatory authority, URE, on the gas transmission tariffs proposed by Poland for the ‘Transit Gas Pipeline System’ (TGPS), part of the Yamal-Western Europe gas pipeline.

Originally, the TGPS transported gas from Belarus to Germany, with some outgoing flows to Poland. Today, it transports gas from Germany to Poland’s national transmission network.

ACER has analysed the methodology for calculating gas tariffs proposed by Gaz-System, the Polish transmission operator, and recommends publishing the input parameters used to calculate tariffs for 2026, pricing capacity at the exit interconnection point to Germany as an interruptible product (which can be interrupted under certain conditions), and assessing the costs and benefits of a possible merger of the TGPS with the national transmission network for greater efficiency.

Following a final consultation, which ended on 15 November, the Polish regulatory authority, URE, has 5 months to take a reasoned decision on the pricing methodology applied to the TGPS, taking into account ACER’s suggestions.
