In a letter dated Thursday 30 November, MEPs and negotiators from the European Parliament called on the EU Council to continue negotiations on the revision of the ‘Single European Sky’ and the regulation on the European Aviation Safety Agency (EASA).
This letter comes after the latest inter-institutional negotiations (trilogue) were blocked, during which the Spanish Presidency of the EU Council did not have a negotiating mandate (see EUROPE 13294/13).
In the letter, which EUROPE has been able to consult, Marian-Jean Marinescu (EPP, Romanian), rapporteur for the ‘Single Sky’, Bogusław Liberadzki (S&D, Polish), rapporteur for EASA, Karima Delli (Greens/EFA, French), Jan-Christoph Oetjen (Renew Europe, German), Kosma Złotowski (ECR, Polish) and Marco Campomenosi (ID, Italian) say they are determined to find a solution.
They support the fact that the national supervisory authorities (NSAs) play the role of supervisory authority in charge of the performance system and economic certification, which could be either independent or functionally separate within another competent authority.
MEPs also agreed that the ‘performance review body’ (PRB) should be professional and institutional, serving as an advisory body to the European Commission, operating as an autonomous body or under the authority of another existing European regulatory body.
They call on the Member States to give a clear mandate to the EU Council’s technical experts, with a view to the next trilogue in December. (Original version in French by Anne Damiani)
