A new report from the Council of Europe’s Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI) was examined by the Committee of Ministers on Wednesday 4 October.
Focused on combating hate crimes based on sexual orientation, gender identity, gender expression and sexual characteristics (SOGIESC), it includes 12 recommendations.
These address issues such as the capacity and training of law enforcement agencies, improvements to existing legal frameworks and access to reporting mechanisms for victims.
This report is part of the annual thematic review process launched in 2021 to monitor the implementation of the Council of Europe recommendation on measures to combat discrimination on grounds of sexual orientation or gender identity.
It includes a review of European Court of Human Rights cases that have extended the scope of protection, and references to recommendations from the Council of Europe and other international bodies that reflect the evolving nature of legislation on this type of hate crime.
A document presenting ‘Promising Practices’ has also been released as part of the report.
Last week, another Council of Europe body, the European Commission against Racism and Intolerance (ECRI), published a general policy recommendation to combat intolerance and discrimination against LGBTI people.
This year, CDADI began work on a Committee of Ministers recommendation on the equality of rights for intersex people.
