Disbursement of a new instalment of macro-financial assistance for Ukraine

On Tuesday 25 July, the European Commission paid a further instalment of €1.5 billion to Ukraine as part of the €18 billion in macro-financial aid granted by the European Union for 2023.

This assistance will enable the Ukrainian authorities to finance the immediate needs of a country in the grip of Russian military aggression, including paying civil servants’ salaries and pensions, maintaining public services (hospitals, schools, etc.), rehousing displaced persons and repairing critical infrastructure.

According to the Commission, Ukraine continues to be transparent about the use of the financial support provided. It is properly implementing the conditional measures linked to this aid, such as strengthening the rule of law and improving the gas distribution system.

To date, the EU has paid out €10.5 billion of the €18 billion allocated. Two further instalments equivalent to €1.5 billion will be paid in September and October.

The Council of the EU has begun work on the Commission’s proposal to create a Ukraine Facility to contribute to the country’s financial needs to the tune of €50 billion for 2024 to 2027 (see EUROPE 13223/2). (Original version in French by Mathieu Bion)
