25/04/2023 (Agence Europe) – On Tuesday 25 April, the European Ministers for Agriculture and Fisheries, meeting in Luxembourg, definitively adopted the parameters of the ‘Social Climate Fund’ (see EUROPE 13165/34), with Poland and Belgium abstaining and Finland voting against. The Fund will accompany the socio-economic impact of the extension of the ETS (the carbon trading system) to road transport and buildings from 2027 (‘ETS2’). The sum over 6 years will be €65 billion, with 25% national co-financing, bringing it to €86.7 billion. The amount of the Fund will be reduced to €54.6 billion in the event of ETS 2 being postponed until 2028. The Fund will support both structural investments and direct aid to households.
