European Parliament calls for sanctions against those trying to destabilise country

On Wednesday 19 April, MEPs called for sanctions against those trying to destabilise Moldova (see EUROPE 13125/2).

The European Parliament calls on the EU and its Member States to take immediate sanctions against those who attempt to destabilise the Republic of Moldova, undermine its security, stability and constitutional order or corrupt its political and economic institutions,” says the joint resolution adopted by the Parliament (55 votes in favour, 49 against and 26 abstentions).

In particular, the text calls for the sanctioning of fugitive oligarchs Ilan Șor and Vladimir Plahotniuc and, where appropriate, their companies and political organisations.

On Monday 24 April, the EU Council is expected to adopt a sanctions regime against “persons, entities or bodies responsible for, supporting or implementing actions or policies which undermine or threaten the democracy, rule of law, stability or security of the Republic of Moldova” and those associated with them.

The draft legal act, as seen by EUROPE, cites obstructing or undermining the democratic political process, including with regard to the holding of elections or attempting to overthrow the constitutional order. Undermining or threatening the sovereignty and independence of the country, its stability or security, “including through planning, directing, engaging in, directly or indirectly, or supporting violent demonstrations or other acts of violence”, is also covered, as is serious financial misconduct involving public funds, insofar as the acts concerned are covered by the United Nations Convention against Corruption and unauthorised export of capital.

This framework of sanctions could initially be empty.

Strengthening European support

In their resolution, MEPs also call on the EU to step up its support to Chisinau, including by providing more technical resources, financial assistance and expertise in the fight against disinformation, cyber attacks and other hybrid attacks.

The European Parliament also calls on Member States to rapidly set up and launch an “ambitious” CSDP civilian advisory mission, and to increase contributions to the European Peace Facility for Moldova.

On Wednesday 19 April, Member States’ ambassadors to the EU approved an EU Partnership Mission to Moldova (EUPM Moldova), which will help build resilience in the country (see EUROPE 13154/13). The EU Council is expected to formally adopt its establishment on Monday 24 April.

Support for EU membership

MEPs also reaffirm their commitment to Moldova’s EU membership, calling on the Commission and the European Council to start EU accession negotiations by the end of 2023, once the nine criteria have been met. They encourage the country to continue its reform programme, including on justice and anti-corruption, and efforts to combat international crime.
